On-loan Bolton midfielder Fraser has been hit with a seven-match ban for kicking Dunfermline's Chris Kane while he was on the ground during a Under-20s match and O'Donnell was dismissed against St Mirren after picking up two bookings.
Sean Welsh is struggling ahead of the trip to Tannadice with a groin injury and may also miss the game.
